Bypassing the stage of temporary residence permit a foreign citizen who has successfully mastered the educational programme of higher education having state accreditation on the full-time basis and has received a document on education and qualification with honours has the right to receive a residence permit.
On the territory of the Republic of Mari El the application form is accepted by the Migration Department of the Ministry of Internal Affairs of the Republic of Mari El. Also note that without the permission for temporary residence, residence permit, and also the documents confirming five years stay in the country, level of mastering of Russian language, legitimate incomes and leaving the foreign citizenship it is impossible to receive citizenship of the Russian Federation.
